Rome’s survival looks institutional, not merely military
The chapters connect imperial endurance to citizenship, taxation, religion, civil conflict, conquest, and adaptation. Armies protected territory, but administration and political identity helped the eastern empire persist through losses. That broader view makes survival less about one strong ruler and more about systems that could absorb repeated crises.
