Gallagher's account makes Northern willingness to continue the war central to Confederate strategy. He argues that the Confederacy could succeed by making reunion seem too costly to enough Northern civilians. That changes how I'd assess a campaign. Battlefield results mattered partly through what they did to support for continuing the war.

Northern resolve also had to be sustained through actual events. I'd examine election debates alongside the military chronology. That would help show when people believed the war was becoming more or less winnable.

I'd want evidence connecting a particular campaign to a change in public support. Knowing that Confederate leaders hoped for exhaustion doesn't tell us how close that outcome was.

He pairs that political objective with the difficulty of moving Union armies across a vast territory. The population and economic totals alone leave those military tasks unexplained.
