Accountability gets blurry across vendors and agencies
Private companies can collect, combine, and sell information that public agencies then use. That chain distributes responsibility without removing it. Where should accountability sit when a tool causes harm: the collector, broker, vendor, purchasing agency, or lawmakers? What audit trail would let the public evaluate each role?
